Deploy the DIN devnet on Optimism Sepolia, release dincli, and onboard validators and stakeholders to a publicly usable network.

Foundry migration is complete: foundry/ is now the primary workflow for all Solidity work (build, test, deploy, verification). Hardhat remains in the tree as a complementary/secondary toolchain, not the other way around.
