[Feature request]: abstract code deployment to support additional sources of code e.g. g10k, OCI images etc

Right now the chart is tightly coupled to using r10k to deploy puppet code - it works.

Other users have expressed a desire to use other tools like g10k or even custom OCI images of puppet code

the current configuration needs refactoring to make the chart agnostic to code provider - these are likely breaking changes for most even with a default to r10k - assigning to v11 milestone
