[examiner] Missed translation in certification logic for date picker and certification status #10619

Describe the bug

When the certification enabled flag in config.xml is on and a user can modify certifications, the text on that page in the certification options and the date picker are both in english only. the same english text shows up under i nthe certificatio ntable when the data is successfully submitted.
