[Feature][Logs]: Keep the chart pinned to the top while scrolling through logs and make it collapsible

I think the chart should always stay put while scrolling unless the user collapes it to get more screen estate for log data.

I'm so unopinionated on this that I'll accept any PR on this.

What should happen is that the chart and the column headings should stay visible/sticky and that the grey line that appears in the chart on hover should be synchronized with the scroll position of the log table. So hovering over a particular time in the chart will scroll the table to the log lines that have been logged at this point in time.

When scrolling the table, show the grey hover line to indicate the position of the topmost visible log line
