Access history archival without visibility archival

Hi Team,

We have history archival enabled, visibility archival disabled, with this setup the web shows below error.
It works when both history archival & visibility archival is enabled.

Hi, this is expected. The "Archival" panel lists archived workflows, and thus, needs visibility archival enabled.

If you want to view an archived workflow using History Archival, you will need to type the workflow ID and run ID in the URL manually, like so:

cadence-url/domains/test/workflow-id/run-id

We will add support to the Archival page to allow you to view specific workflows, if you have only History Archival enabled.

The change itself isn't hard but we have a couple of high pri things to finish in the next 1-2 months. Maybe we can post as a GitHub issue and see if anyone is interested in taking it; if not, we can address it after we are done with the current work.
