Release notes are missing

Release notes are no longer produced for GitHub releases, such as https://github.com/ctfpilot/challenge-ci/releases/tag/v2.0.0-r.1

This is caused by a breaking change in conventional-changelog-conventionalcommits which have been included in the CI due to not pinning versions. v. 10 of conventional-changelog-conventionalcommits is currently not supported and an issue upstream is tracking it: semantic-release/release-notes-generator#992
