Enable Build Insights for every repository using Build Analysis #6647

Description

@michalpavelka

Business value

Repositories using Build Analysis should benefit from Build Insights without requiring teams to identify and onboard themselves individually.

Expected outcome

Build Insights is enabled for every active repository that currently uses Build Analysis, with any justified exceptions recorded.

Acceptance criteria

  • An inventory of repositories actively using Build Analysis is completed.
  • Build Insights is enabled for every repository in the inventory.
  • The Build Insights check runs successfully on a representative pull request in each repository.
  • Onboarding gaps, failures, and approved exceptions are recorded and tracked.
  • Rollout status is documented and kept current until all repositories are enabled or have an approved exception.

Observed rollout baseline — August 27, 2026

A scan of 512 dotnet repositories checked up to 10 recent pull requests per repository for Build Analysis and Build Insights checks.

Build Analysis and Build Insights observed:

Build Analysis only — Phase 2 candidates:

Archived:

Current observable baseline: 13 active Build Analysis repositories, 3 already showing Build Insights, and 10 apparent Phase 2 candidates.

Discovery notes

  • Build Analysis is the build-analysis GitHub App and is enabled manually per repository.
  • No authoritative rollout inventory was found in accessible documentation
  • eng/build-analysis-configuration.json is optional pipeline-filtering configuration and is not a complete onboarding indicator.
  • The exact GitHub App installation list requires elevated organization/App authorization unavailable during this scan; inactive repositories or repositories without representative recent PRs may therefore be missing.
