Add config option to fail if output already exists

This was suggested in a GitHub Discussion comment from @robdarvell at UKMO.

Describe the Enhancement

In addition to the <tool>_SKIP_IF_OUTPUT_EXISTS, e.g. GRID_STAT_SKIP_IF_OUTPUT_EXISTS, we could add support for <tool>_FAIL_IF_OUTPUT_EXISTS that will report an error if an output file already exists.
