Subject: [PATCH] ci: probe where .NET should live on the win-arm64 runner

A throwaway, not for merging. It runs the win-arm64 leg's steps with
.NET and the NuGet packages next to the workspace, both on a Dev Drive,
and only the NuGet packages and TEMP on a Dev Drive.
