Skillmap High Contrast Theme Does Not Persist After Page Refresh #7624

Describe the bug
When High Contrast mode is enabled in the MakeCode Arcade Skillmap, refreshing the page causes the Skillmap UI to lose the High Contrast theme and revert to the default color scheme.

Steps to reproduce the behavior:

1. Navigate to Microsoft MakeCode Arcade.
2. Open any Skillmap, such as https://arcade.makecode.com/beta--skillmap#zoo.
3. Open any Tutorial and set the theme to High Contrast.
4. Refreshing the page and observe.

Actual behavior
After refreshing the Skillmap page, the UI reverts to the default light theme instead of remaining in High Contrast mode.

Expected behavior
After refreshing the Skillmap page, High Contrast mode remains enabled and is applied consistently across the Skillmap UI.
