bug: App Status and Backup timestamps always use US date format

### What happened?

With the phone set to German, App Status shows "July 27, 2026 at 9:26 PM" while every label around it is translated. Should follow the device locale, e.g. "27. Juli 2026, 21:26".

Same on Settings > Backup > Metadata.
