An issue was identified during the generation of cold-start initial conditions using the UFS_UTILS tools for GFSv17 runs. In grid cells with sandy soil types, the generated soil moisture values can exceed the corresponding soil porosity, resulting in physically inconsistent initial conditions.

Soil moisture should not exceed the soil porosity for any soil type when generating the cold-start initial conditions.
