Post-LIAU checks changing STC more than expected #340

Description

After the SMC and SLC increments are added using land IAU some checks are applied to the soil moisture to ensure that the resulting values are not unphysical. These checks are causing larger changes in soil temperature than expected (of the same magnitude as the DA soil temp. increments).

Plot above shows difference in STC layer 1 [K] from applying the increment check for a 6 hour forecasts, while adding zero increments to SLC and STC (with the code that prevents the checks from running for a 0 increment commented out).

There appears to be two issues:

  1. Cooling in very arid regions
  2. Warming in cold regions
