Introduce an option for PBLH and wind dependent mixing length limits in SATMEDMF scheme #356

Description

@WeiguoWang-NOAA

Description

A constant is usually prescribed to limit the value of the modeled mixing length. Tests suggested that TC intensity is sensitive to the limit value used. We introduce an option to use PBLH and wind-shear dependent mixing length limits in SATMEDMF scheme. HAFSv2.2 tests have shown that using variable limits can improve TC intensity errors and rapid intensification.

Solution

Minor code changes. Several lines are added to make calculations. The default setting remains the same.
