Add MPAS regridding support to smoke/dust SRW preprocessor

GSL would like MPAS regridding support added to the smoke/dust SRW preprocessor. The first target grid is for North America (15-kilometer). We have explored current regridding options for MPAS grids and could foresee a combination of pyremap (https://github.com/MPAS-Dev/pyremap) and ESMF being used in the preprocessor. Ideally, the capability will run in parallel with both in-memory and from-file regridding options. The eventual goal is to support variable resolution MPAS grids. In addition, fixed file inputs for smoke/dust (e.g., RAVE, veg_map.nc) should also be regridded to the MPAS destination.

We are closing this discussion as it has been moved to enhancements to improve the functionality of SRW App and is being taken care of by an SME. According to the SME, "How MPAS support should develop in the SRW, and if it makes sense for the smoke/dust preprocessor to live here in the long-term are active questions."
