Add online geogrid creation for the CFBM (Community Fire Behavior Model)

CFBM uses the WPS (WRF Pre-Processing System) to generate a geogrid for the simulated fire area. In the current configuration, we're generating the geogrid offline (outside the SRW app). We would like CFBM workflows to generate the geogrid at runtime using WPS.

After some internal discussion to check for any SRW-WRF integration activities planned (there aren't), I can think of two options. I expect these options are oversimplifying and would need additional investigation if this feature moves forward. The SRW should not get into building and maintaining WRF, so operating under that assumption.

• Create an optional task_create_geogrid in the UFS-Fire workflow triggered if a user provides a WRF_GEOGRID_EXE_PATH. A custom geogrid could then be created by passing in a namelist path or a YAML abstraction.
• Create a lightweight, offline utility that can leverage a WRF exe or a WRF container (does a reliable one exist?) with documentation to ease the geogrid creation process. An offline approach is not as ideal as an online one but would still assist users in grid creation. If we chose the online approach, we would get the offline kinda for free.

I do not have much WRF or geogrid experience, so please chime in with other ideas. Providing dedicated documentation on geogrid creation would be valuable.
