user.jsonschema vs. experiment.jsonschema in ush

Hi,
I noticed that user.jsonschema (under ush) contains a subset of experiment.jsonschema (also under ush). They are both used in setup.py to validate configurations. To avoid duplication, is it possible to get rid of user.jsonschema and instead use experiment.jsonschema everywhere in setup.py?

The user.jsonschema is intended to be the subset of configuration options that users must provide in their YAML. The user-provided config.yaml is validated against this schema before any additional work is done to create the experiment YAML.

I should probably also mention that it is possible to reference one JSON Schema from another, so it may be that the duplication can be reduced in that way.

@christinaholtNOAA @gspetro-NOAA Thanks for your responses. I understand now the roles of these two files. I'll leave it up to the EPIC team whether it makes sense to combine them to avoid duplication. I was just curious since it came up as part of my review of PR #1339.
