UFS-utils not pointing to authoritative

UFS-utils is pointing to a non authoritative repository.

We should always be pointing to authoritative to ensure we do not diverge and duplicate efforts.

Thanks to the addition of fractional grids in chgres_cube in UFS_UTILS hash 7addff5, it is impossible to use the authoritative repository.

As noted in issue #961 in the UFS_UTILS repository, RUC-LSM-based physics schemes (RAP, HRRR, RRFS) fail to run in the weather model due to the inclusion of the tiice (internal ice temperature) variable. This variable is hardcoded to 9 vertical layers for RUC-LSM-based physics schemes, while the number of vertical layers has been hardcoded to 2 in chgres_cube. This leads to start+count exceeds dimension bound error messages in the weather model for this tiice variable.

Interpolation needs to be added into chgres_cube (which will not happen, from the above noted issue), added to the weather model (not likely to happen), or the MPAS dycore is fully implemented into the weather model, with MPAS grid generation being added to UFS_UTILS, and all RAP, HRRR, and RRFS WE2E tests are updated to use the MPAS dycore in the SRW App. Once a path forward has been achieved, we can move to the authoritative repository.

PR #3 has been opened in the NOAA-EPIC/UFS_UTILS forked repository, but it hasn't been approved/merged, but this is still not the authoritative repository.

I've updated the Externals.cfg file to point to the HEAD of the ufs-community/UFS_UTILS repository and the RAP/HRRR/RRFS WE2E tests are still failing with:

FATAL from PE     0: NetCDF: Start+count exceeds dimension bound: netcdf_read_data_3d: file:INPUT/sfc_data.nc- variable:tiice

We are unable to use the HEAD of the authoritative UFS_UTILS repository, in the SRW App, as of this time.

I have created a forked branch of noaa-oar-arl/feature/aqmv8_p1.2 and made the necessary changes to use the HEAD of the authoritative UFS_UTILS branch (ufs-community/UFS_UTILS).

The branch can be found - https://github.com/MichaelLueken/ufs-srweather-app/tree/feature/aqmv8_p1.2 and the changes for UFS_UTILS are associated with hash 76a181b.

Would you like for me to open a PR to the feature/aqmv8_p1.2 branch with these changes?

The changes were tested on Gaea C6 and the ush/config.aqmv8_gaeac6.yaml successfully passed:

The end-to-end run of the workflow for the forecast experiment specified 
by expt_name has completed with the following workflow status (wflow_status):

Since this change would adversely affect the ability to run the SRW App using regional physics, these changes can't be applied to the authoritative repository. It can, however, be applied to a branch off of develop. Please let me know how you would like to proceed with this.
