Remove Jet and C5 references from scripts and files

What about frontera, s4 and noaacloud? There are no regression test log files for frontera and s4, and the last time the noaacloud test ran was in November 2024.

Frontera and S4 are not Tier-1 systems, but they are used by people in the community. We don't support them officially via RTs, but when community members offer updates, e.g., for modulefiles and such, we generally accept them. And folks on those systems may want to run RTs. It's not our responsibility to make sure they work, but I think the functionality should probably stay in, since those machines are not deprecated.

#3062 includes Jet cleanup. I was unsure about removing C5 and other systems that are available and may still be in use by community members even though we don't usually run RTs on them during PR processing.

Fyi, we were waiting for the Hera decommission to proceed with PR #3062.
Does anyone know if there are any projects using the WM on Gaea C5? Or has everything shifted to C6+? In general, we tend to remove logic for particular machines only once they are decommissioned. Even if the RTs aren't run on them as standard practice, they may still be used. So in that respect, it might make sense to keep C5, Frontera, S4, and noaacloud for now.

This came up for me in relation to #3142, since there is some platform-specific logic in some of the tests. If RTs are not being run, I think those conditional logic statements could be removed, yes?

I would say logic removal for platforms already decommissioned should be fine. I'm not so sure about ones we don't run on regularly but are still available, I'd like more feedback from others on this one. @BrianCurtis-NOAA @NickSzapiro-NOAA @dpsarmie fyi
