Install optional tools only when used; drop single-element matrix - #35

Closes #34. - covr, pkgdown and cyclocomp are installed only when the corresponding feature runs. pkgdown's condition is a job-level INSTALL_PKGDOWN env var shared by the install, build and upload steps and included in the cache key. - Remove the one-element strategy matrix; rename the set-matrix job to setup and pass docker_tag as a plain string. - Canary enables cyclocomp so one conditional branch is exercised weekly. - ADR 0010 (Proposed) records the decision; ADR 0008 and 0001 updated.
