chore: bump router-core to 0.2.0 - #23

Moves the @blockrun/router-core pin from d7bc10c to 27125a3, which admits 11 newly tool-verified models (Claude Fable 5.1/Opus 5.5/Sonnet 5.5, Gemini 3.8 Flash, GPT-5.1, GPT-6 Astra/Luna/Sol, Grok 4.6/4.7, MiMo 2.5) as availability fallbacks on tool-required turns. Primary selection is unchanged; outside Premium the new fallbacks are tried cheapest first.
