Adds the workflow_dispatch caller stub the auto-approve Lambda dispatches; it uses the reusable bridge (CheckPointSW/.github@main) on the org scaleset and passes AUTO_APPROVER_APP_ID via secrets: inherit. Must land on master (default branch) for workflow_dispatch. Onboarding azure to public auto-approve (DOPS-12542); manifest stays dry_run:true until Security sign-off.
