Scope

Publish the independently reviewed, default-off Noema exact-file exception and paid-auto authorization delta. The complete head is ca8ce6284bfd2ced42ce7fbd941ce3c860817e3a, tree 36569798e6ffaaa62588fadafb2087ebdab31e1b, based on current protected main 6a03ae990eb4769869f4f77970cc21ed35141e09.

  • Preserve strict private-retention admission outside the one explicitly consented immutable canary YAML.
  • Require a selectable native App credential in explicit canary mode, reject ambient-key fallback, bind exact target/head/file/digest, and match the actual two-probe verdict requirement.
  • Enroll both regression suites through the real runtime-quality selector and consumer.
  • This PR does not enable the default-off variable, issue keys, execute the private canary, merge anything, or change protection.

Verification

Independent exact-head SOURCE PASS; review SHA-256 f4f02f7e821c41ff53ffa52088d0fb6f8131cf3edcc986163a2b3109273b4051; source patch SHA-256 4a575d1a06c6ee8e754c5f5410953b3289b67ebe5a85d1c8e2ecab5152e5e94a; manifest SHA-256 2418ef3116a6c3706d4b98f151b784203933697d66817a158a0b2754aaef6d6f.

  • Retained canonical: 840 passed, 2 unavailable HWP/HWPX fixture skips.
  • Independent focused: 231 latest passes, 2 HWP/HWPX skips; initial archive Git-metadata fixture failures are retained, with seven corrected-harness reruns passing.
  • Independent connected controls: 24 cases / 29 shell-CLI invocations, using recording external-IO adapters only; no live model or App publication claimed.
  • Both changed workflows passed actionlint; exact worktree, committed tree, manifest files and native parent ancestry verified again for publication.

Existing-owner reconciliation

Refs #2560. The original App/central source hardening from merged #2565 is retained. Existing public-route PR #2621 remains owned separately: this is the narrow paid-authority/exact-file successor, not an overwrite or takeover of its public Noema/OpenCode routing work. Existing PR #2660 remains the shared-worker runtime-admission owner. All 431 open PRs and their complete changed-file inventories were checked; overlapping proposals are preserved, not merged or closed by this publication.

Adoption gates

Source publication, required CI, substantive independent formal App approval, parent-controlled normal protected adoption, and the separately authorized target canary are distinct. Do not merge automatically or activate the exception from this PR. Review this public central source through the existing protected-main reviewer route; never send unrelated private source or claim SOURCE PASS is GitHub APPROVED.

🟡 Canary helpers fail the docstring gate

Running interrogate on the new canary module fails because require_target, require_content, and messages lack docstrings. The required 100% docstring gate cannot pass for this module.

Learn more

The repository's interrogate configuration requires 100% docstring coverage and does not ignore private helpers. This module defines three undocumented functions: require_target, require_content, and messages. An interrogate run that includes the new module counts each of them and fails the coverage threshold.

Example: Run python -m interrogate --fail-under 100 scripts/ci/noema_exact_canary.py after installing the repository's test toolchain; all three helpers count as missing documentation.

Recommended fix: Add concise docstrings to all three functions, then run the configured interrogate gate against the module.

Verified fixed on exact current head 4c2c4b0734b0af252c563ef314d9c6aa829b7dab: require_target, require_content, and messages now have docstrings (immutable source).

Fresh local execution of python3 -m interrogate --fail-under 100 scripts/ci/noema_exact_canary.py against the byte-verified head returned exit 0, actual 100.0%. The existing docstring regression and exact-canary tests passed. This verifies only this documentation finding; it does not close the separate confirmed security finding. Leaving resolution to the original reviewer/parent after evidence consumption rather than resolving it automatically.

🟥 Canary context failures expose private review data

In canary mode, build_review_context still reads private threads and files before the restricted model call. A failed context read can print its contents in public Actions logs, outside the exact-file consent.

Exact-head offline adjudication — confirmed failure path

Verified against 4c2c4b0734b0af252c563ef314d9c6aa829b7dab. This is a real failure-diagnostic gap, not evidence of a historical disclosure and not a false-positive closure.

The workflow's Prepare Noema model verdict step invokes .github/actions/noema-review/two_phase.py. Its actual sequence is prepare_verdict → fetch_pr (title/body/review threads) → fetch_diff → fetch_changed_files → build_review_context → changed_file_context → call_llm. The cited call_llm lines 1674–1684 restrict the later request; they do not protect the earlier acquisition failures.

Important distinction: changed_file_context catches an ordinary RuntimeError and stores the diagnostic in local context; that case does not print the private marker. However, an OSError, ValueError, UnicodeDecodeError, KeyboardInterrupt, or string-valued SystemExit can escape the context path to the public CLI output. A nonzero exact-file content read at line 1683 also reaches run()'s stderr-bearing RuntimeError, then the two-phase __main__ handler prints ::error::{exc}. Token-pattern scrubbing is not arbitrary private-content redaction.

Offline execution of the complete actual CLI bodies reproduced synthetic private-marker exposure in 14 of 15 initial adversarial cases (including the context OSError and the later exact-file read); the ordinary context RuntimeError was the contained control. Captured request bodies contained zero marker occurrences. External GitHub/DNS/HTTP IO was inert or denied; there was no inference, private-repository fetch, or review publication.

A private, unpublished successor now skips the canary's broad diff/context acquisition, omits title/body/threads from its PR query, uses fixed public CLI failure diagnostics (including cancellation exits), and removes free-text canary gateway telemetry. Its enrolled regression cohort passed 220 tests, including 211 adversarial/positive CLI scenarios, 35 executions of the actual parsed admission/preparation workflow shell, and 6 finite native-subprocess acquisition controls. Those scenarios captured 103 inert requests: zero marker in logs or payloads, zero review-publication calls. Separate existing consumer compatibility tests also passed; these are local source results, not hosted CI or deployed acceptance.

This PR head remains unfixed. The repair has not been pushed, independently reviewed as a whole successor, or exercised in hosted CI. This thread is intentionally left unresolved; approval on the current head must not be used to waive this finding. A successor needs its own review/checks and fresh exact-head verification. No private runtime activation is implied.

Noema LLM review

The exact-file canary is default-closed, confines the model request to the authenticated file content, and leaves private-route retention admission intact. This is a source-level review; live credential and gateway behavior remain unverified.

Reviewed changed lines

  • .github/workflows/noema-review.yml:913 (RIGHT): Canary admission requires a dedicated API key and exits before normal-route selection; it does not fall back to the central key.
  • scripts/ci/noema_review_gate.py:1691 (RIGHT): The canary branch replaces the ordinary request body with a serialization constructed from the fetched exact-file content.
  • scripts/ci/personal_review_route.py:17 (RIGHT): Paid authorization affects the cost check but does not bypass the separate private-target retention check.

Adversarial validation

  • scripts/ci/noema_review_gate.py:1691 (RIGHT) falsified: A caller-supplied PR title, diff, or review thread can enter the canary model request. — The canary branch fetches the single admitted file, checks its digest, and assigns payload_bytes from serialize_payload(content, ...), rather than serializing the earlier general payload. The added test supplies private title, diff, and thread values and checks the resulting messages.
  • .github/workflows/noema-review.yml:914 (RIGHT) falsified: Enabling canary mode without its dedicated key silently uses the existing central gateway secret. — The canary admission branch requires a nonempty dedicated key before marking the route selected; the later model step separately requires that key before assigning it to LLM_GATEWAY_API_KEY.
  • scripts/ci/personal_review_route.py:17 (RIGHT) falsified: Paid-auto authorization alone admits a private target without retention attestation. — The independent private-target check still raises when zero_retention is not true; the added test exercises this combination.
  • Residual risk: The probes trace source and test logic, not a live run with the dedicated secret, GitHub App, or gateway.

Noema LLM review

The bounded changes withstand four concrete static regression probes: canary payload isolation, fail-closed credential selection, separation of paid authorization from private retention, and CI enrollment. The earlier helper-docstring issue is fixed in the supplied head.

Reviewed changed lines

  • scripts/ci/noema_exact_canary.py:25 (RIGHT): require_target, require_content, and messages now each have a docstring, addressing the specific missing-documentation concern in the prior thread.
  • scripts/ci/noema_exact_canary.py:67 (RIGHT): The serializer validates the decoded, actually serialized payload before returning its bytes. Validation constrains the complete envelope, fixed schema, model, instruction prefix, and content digest rather than merely checking the original content argument.
  • scripts/ci/noema_review_gate.py:1691 (RIGHT): Canary mode replaces the normal prompt payload with serialization of independently fetched, digest-admitted content. The caller's title, diff, and review context are not arguments to that serializer. The reconstructed diff preserves local changed-line validation without transmitting the original diff.
  • .github/workflows/noema-review.yml:678 (RIGHT): Canary selection rejects PAT precedence and missing native-App credentials before selecting a credential source. The existing normal-mode selection remains outside this branch.
  • scripts/ci/personal_review_route.py:17 (RIGHT): paid_auto_authorized participates only in the cost-admission condition. The separate private-target retention rejection remains effective, and the new argument defaults to false for existing callers.
  • .github/workflows/agent-review-runtime-quality-ci.yml:242 (RIGHT): Changes to the Noema workflow or review-gate producer now select both the existing Noema suite and the review-repair suite containing the new regressions.
  • .github/workflows/agent-review-runtime-quality-ci.yml:516 (RIGHT): The selected review-repair test command includes the new paid-authorization and exact-canary regression modules; corresponding compile-list additions are also present.

Adversarial validation

  • scripts/ci/noema_review_gate.py:1691 (RIGHT) falsified: Canary inference can accidentally transmit the normal private PR title, caller diff, review threads, or an extra schema field. — The canary branch constructs payload_bytes exclusively through serialize_payload using the fetched content and caller-owned verdict-schema generator. messages constructs only the fixed instructions and admitted content. Digest validation rejects appended content, and validate_payload rejects a schema differing from the fixed generated schema. The request uses payload_bytes rather than the previously built normal payload. This is a source trace, not an executed test.
  • .github/workflows/noema-review.yml:678 (RIGHT) falsified: Enabling canary mode can silently retain PAT precedence or fall back to OIDC or an ambient GitHub token. — Both configurations satisfy the new rejection condition and reach exit 1 before any source selection. Only the no-PAT configuration with both native-App credentials reaches source=github-app, followed by exit 0 before the existing fallback logic. The branch does not consult ambient GH_TOKEN.
  • scripts/ci/personal_review_route.py:17 (RIGHT) falsified: Explicit paid-auto authorization also admits private inference without retention attestation. — Paid authorization makes the first cost rejection inapplicable, but the following independent private-target retention condition still raises the zero-retention error. Omitting the new argument leaves paid authorization false, preserving the previous admission behavior for existing callers.
  • .github/workflows/agent-review-runtime-quality-ci.yml:242 (RIGHT) falsified: A producer-only change can avoid running the new canary and paid-authorization regression tests. — The first two paths match the Noema case, which now also sets review_repair_suite=true. The canary module matches the review-repair case directly. These paths are enrolled in the workflow trigger, and the selected review-repair pytest command explicitly includes both new test modules. The supplied selector tests exercise these producer-path cases, though they were not executed during this review.
  • Residual risk: Validation was static; the supplied tests were inspected but not executed. The surrounding context-building and error-logging implementations are truncated, so the existing allegation about context-read failures exposing private data remains independently unverified. No conclusion is asserted about omitted implementations or unlisted changed-side locations.

Findings

Noema LLM review

The visible canary changes address the previously reported private-diagnostic path, but the truncated diff and context do not support a formal verdict on the full PR.

Reviewed changed lines

  • .github/actions/noema-review/two_phase.py:175 (RIGHT): The canary branch does not call build_review_context before verdict preparation.
  • scripts/ci/noema_exact_canary.py:94 (RIGHT): The canary CLI wraps failures so exception text is not rendered in its diagnostic.
  • scripts/ci/noema_review_gate.py:1706 (RIGHT): The outgoing canary payload is serialized separately from the normal review payload.

Adversarial validation

  • .github/actions/noema-review/two_phase.py:175 (RIGHT) falsified: Canary verdict preparation still builds private review context before the model call. — The branch assigns an empty review_context; build_review_context appears only in the else branch.
  • scripts/ci/noema_exact_canary.py:94 (RIGHT) falsified: An exception during the canary CLI prints its private exception text. — The handler prints a fixed failure message and exits with status 1 rather than formatting the exception.
  • Residual risk: These are source-level probes, not an execution of the workflow. The supplied diff is truncated, so they do not establish the behavior of every changed path.

따라서 현재 테스트에 --cov=scripts.ci.noema_exact_canary만 추가하면 main()과 run_private_cli()가 미측정되어 --cov-fail-under=100을 통과하지 못합니다.

먼저 두 함수를 in-process로 호출하는 테스트를 추가하거나 subprocess coverage 병합을 구성하세요. 그 후 다음 목록을 추가하세요.

noema_review_gate.py와 personal_review_route.py도 이 두 목록에는 없으므로, CLAUDE.md의 요구사항을 모든 새 scripts/ci/ 모듈에 적용하려는 경우에는 각각 별도의 coverage 보강과 등록이 필요합니다.

Noema LLM review

The visible canary path contains checks against an out-of-scope target and unintended model payload context. I cannot approve the PR because the diff and allowed locations are truncated; the remaining changes and tests were not fully reviewable.

Reviewed changed lines

  • scripts/ci/noema_review_gate.py:1708 (RIGHT): Canary mode checks the repository, PR number, and expected head before constructing its outgoing request.
  • scripts/ci/noema_review_gate.py:1725 (RIGHT): Canary mode serializes a payload from digest-admitted file content rather than the previously assembled general review prompt.

Adversarial validation

  • scripts/ci/noema_review_gate.py:1708 (RIGHT) falsified: Enabling canary mode permits a model request for a different repository, PR, or head. — require_target rejects a target outside the fixed canary identity before payload construction.
  • scripts/ci/noema_review_gate.py:1725 (RIGHT) falsified: Canary mode sends the general review prompt, including caller-supplied context, to the model. — The canary branch assigns payload_bytes from serialize_payload(content, response_format); the general payload is serialized only in the else branch.
  • Residual risk: These are static probes of the visible lines, not executed tests. Truncated diff and location data prevent a verdict on the full PR.

Findings

  • No blocking findings.

Noema LLM review

The visible canary path avoids sending the ordinary review prompt and suppresses private exception text at its CLI boundaries. I cannot approve the full PR because the diff and changed-file context are truncated; no blocking issue is confirmed at a listed location.

Reviewed changed lines

  • scripts/ci/noema_review_gate.py:1728 (RIGHT): In canary mode, the HTTP request uses bytes serialized from the digest-admitted file and fixed schema rather than the ordinary prompt.
  • scripts/ci/noema_exact_canary.py:89 (RIGHT): The canary CLI wrapper replaces unexpected exception diagnostics with a fixed error message.
  • .github/actions/noema-review/two_phase.py:334 (RIGHT): The two-phase CLI selects the private error wrapper when canary mode is enabled.

Adversarial validation

  • scripts/ci/noema_review_gate.py:1730 (RIGHT) falsified: Canary mode sends the ordinary prompt containing PR metadata or review context. — The canary branch assigns serialize_payload(content, fixed_response_format) to payload_bytes; Request uses payload_bytes, not the previously assembled ordinary payload.
  • scripts/ci/noema_exact_canary.py:100 (RIGHT) falsified: An unexpected exception from a canary CLI prints its private exception message. — The wrapper catches BaseException and prints a fixed diagnostic; the two-phase entrypoint invokes that wrapper in canary mode.
  • Residual risk: These are source-level probes of listed locations, not an end-to-end execution. The truncated diff and context leave changes outside this review unassessed.

Findings

No source-backed product finding is synthesized from the coverage gate. A coverage miss belongs in the status comment.

  • Coverage gate: failure

Review outcome

Coverage is a gate, not the review. This body reviews the changed product files.
