.github/ISSUE_TEMPLATE/task.yml: Issue を As-Is（現状）・To-Be（目標）・実行・証拠に分けて書くフォーム「作業」を、org の既定にするCloses #番号を置く。merge で Issue が閉じ、Project の状態も自動で進む.github/ISSUE_TEMPLATE/があると、ここの Issue テンプレートは一つも使われないことを明記public リポなので、社内の名称・URL・個別リポ名は書いていない。
