Adds CHANGELOG.md with the changes since v0.1.10, for the 0.2.0 release (part of #43).

• The entry is written for users: changes in results first (they change the inferred graphs for existing datasets), then added and changed features, fixes, and development changes. Each item links its issue and PR.
• The heading says "0.2.0 (unreleased)"; the date should be set when the release is tagged.
• pyproject.toml: adds a Changelog link to [project.urls], shown on PyPI.

README:

• Python range updated to >=3.9 and <3.15 (it said <3.13); the oma extra is only available for Python <3.13, because pyoma requires numpy<2.
• Installing edgehog needs a C compiler, because ete4 4.4.0 is only distributed as source.
