Adds a GitHub Actions release workflow to build and publish Memphis V Debugger executables for Linux and Windows.
Changes

• Builds platform-native PyInstaller application bundles on tag pushes.
• Packages complete runnable bundles:
  • MemphisVDebugger-linux.tar.gz
  • MemphisVDebugger-windows.zip
• Creates a GitHub Release and uploads both packages.
• Adds workflow_dispatch for manual build validation without creating a tag.
• Skips release publishing during manual runs; generated packages are available as workflow artifacts.
• Installs required Linux Qt system libraries during the Linux build.
  Validation
• Validated the workflow with actionlint.
• The workflow run sucessfully.
