Goal

Closes AND-1659 — port of #6832 to v6.

Implementation

• All reusable workflow and action pins → v1.1.0 (d04ef72); streamConventions 1.0.1 → 1.1.0.
• Removes the release-notes-header job: the card is now part of the release body, skipped the same way when central is a target.

🎨 UI Changes

None.

Testing

• ./gradlew buildEnvironment: plugin 1.1.0 resolved from stream-io-repo.com. BUILD SUCCESSFUL.
• actionlint passes on all workflows.
• Same change as Feeds Ability to disable SDK logs #227, released as Feeds 0.11.2 with the card once at the top of the notes.
