A provider failure (e.g. an upstream connection_failed) was raised as HTTPException(502) by create_provider_models_for_tenant, but the generic except Exception handlers in the service and the app layer swallowed it and re-wrapped it, so /model/provider/create answered 500 with the real status only surviving as text in the message body (API-049). - service: re-raise HTTPException instead of wrapping it - app: pass HTTPException through on /provider/create and /manage/provider/create - schema: reject a blank provider with 422 at the boundary - tests: regression coverage for both behaviours
