A unified-gitops connector for Portainer's settings, environments and users, through its API.

• Three kinds: settings (one object), environment (by Name, created only for agents), user (by Username, the built-in admin never touched).
• An environment update lays each declared block over the live one, because Portainer's PUT replaces whole blocks.
• The LDAP bind password comes from a credential and is added to every settings update with LDAPSettings: Portainer never returns it, so git cannot hold it.
• example.yaml splits settings/environments (prune off) from users (prune on), since prune is per application; it passes unified-gitops 0.1.0 --check-config.
• 16 tests against an in-memory Portainer.
