• Add hasRole('COUNSELLOR') to registrarBeneficaryRegistrationNew authorization; also fixes a dangling trailing '||' left in the existing @PreAuthorize expression.
• Add TRACE diagnostics around benRegID/providerServiceMapID/villageID/ vanID in registerBeneficiary and createBenFlowRecord to verify van ID propagation.
