Rebased-by: Dev-2 — this rebase only; the change below is Dev-3's work

This tip replaces 3b35c545

The same six-file change, rebased by Dev-2 onto the live main 55503e16 (the previous base 4a9d3edd was 11 commits behind it; that is what made this pull request dirty). One commit, six files, +162/−15, single parent 55503e16.

One conflict, in stopRequestAt (enqueue-rules.mjs), and it is the only line where the rebase decides anything. While this change sat, main replaced LIFT_REQUEST.test(text) with unconditionalLift(text) (#2246/#2287: a lift that names a condition, or that a preceding clause withholds, answers nothing). This tip is a rewrite of the same sentence-shaped answers, so it takes main's reading: the lift that answers a stop runs through unconditionalLift. Everything else in the six files is byte-identical to the change reviewed at 3b35c545; git range-diff 4a9d3edd..3b35c545 55503e16..2a5f647ea shows the two columns apart only by main's own responseOnly filter (#2246) and that one predicate.

No policy signature is claimed at this tip. The one written for 6cbb5cad (comment 6571885896) binds that tip — a signature binds the tip it was written for, so a new tip needs a new signature — and it is not carried here. A fresh Policy-sign: is to be issued against 2a5f647ea once a reviewer has signed this tip off; until then the signature check is expected to refuse this body, and that refusal is this paragraph's point, not a defect in the change.

What changed

A review that requests changes is the one refusal a person writes without typing anything, and neither gate could see it: both readers dropped every review whose body was empty before mapping the rows, stopRequestAt matched text only, and the review's own state never travelled. A pull request a person had rejected answered ok: true at the guard and at the queue entry.

  • enqueue-guard.mjs / merge-gate.mjs — the review row carries state, and the .filter((v) => (v.body ?? '').trim()) in front of the map is gone, so an empty body no longer drops the review before the stop reader sees it. The review-comment rows (the diff-line face, Read a stop request written on a review comment line #2091) keep their own filter unchanged.
  • enqueue-rules.mjs stopRequestAt — a row with state === 'CHANGES_REQUESTED' is a stop, read before any text and with or without a body. It carries { id, login, at, kind: 'review', because: 'state' }, so the refusal reads review <id> by <login> asked for changes at <at>; a state has no sentence to quote, and the text path keeps its own wording.
  • Clearing answers the request it was written on. The written request and the state request are tracked apart, and the later one still standing is what the refusal names and the reader has to answer. A later APPROVED or DISMISSED from the same login answers the review and clears only that; a hold written in a comment stays standing, because the review UI is not where it was written. A later comment that lets the tip merge clears both through the existing lift path, and an approval from another login clears nothing.
  • merge-gate.mjs's note that the state is "deliberately not read" now states the new rule and keeps the fact it rested on: the account cannot approve its own pull requests, so its reviews stay COMMENTED even when the body says INC (the INC on fix: preflight the sandbox backend and name a blocked session (#607) #610 was a comment), and a COMMENTED review with no body is not a stop.
  • The "a body carrying a conclusion is not a request" filter and the after anchor are unchanged and run before the loop: a review body that carries a conclusion is still a conclusion, and a request older than the conclusion the decision used still does not apply.

6 files, +162/−15. No existing assertion was changed.

Red first, on the new base

Clean 55503e16, the two test files only, TZ=UTC node --test .github/scripts/enqueue-guard.test.mjs .github/scripts/merge-gate.test.mjs — 196 tests / 191 pass / 5 fail:

not ok 99 - \#2119: a review requesting changes stops the enqueue with no body, and names the review
not ok 101 - \#2119: a later APPROVED review by the same login clears the request, and the record says which review cleared it
not ok 102 - \#2119: another login's approval does not answer the request, and a comment that lets the tip merge does
not ok 104 - \#2119: a review request and its approval do not answer a request written before them
not ok 167 - \#2119: a review requesting changes with no body refuses the queue entry

After the fix, the same two files on the same tree: 196 / 196 / 0.

The filter is its own half of the defect (found at the previous base, still true here): with state carried on both maps and the empty-body filter left in place, the same guard/merge-gate cases fail the same way, because the row never reaches stopRequestAt. That contrast is why the fix removes the filter instead of only widening the map.

Second round — the overwrite the review found

Review 6570945524 (REQUEST_CHANGES at 34f72771) and its full read 6570870283 found one defect: a CHANGES_REQUESTED row assigned the stop unconditionally, so a written hold read earlier became a state stop, and the same login's later APPROVED (or a DISMISSED) then cleared that state stop and took the written hold with it. Reproduced end to end through merge-gate's main() in queue mode: PASS, hold comment, empty-body CHANGES_REQUESTED, APPROVED → ok: true, stopRequest: null. Case #2119: a review request and its approval do not answer a request written before them (the not ok 104 above) pins it.

The fix keeps the two requests apart and returns the later one still standing. The test starts from a text stop, which no earlier case did: the later review is named while it stands; its approval answers only the review and the written hold is still the request that stands; a third person's hold is untouched by that approval; a dismissal behaves the same way. The comment above the clearing rule says what the code does: a written request is answered in writing, a state request by the review it was submitted on, and a lift comment answers both.

  • build-client --check exits 0

The .github/scripts suite alone, at this tip: 640 tests, 640 pass, 0 fail.

Not run (and why): no live GitHub API call and no real merge queue — decide/guard are driven through the fixtures both suites already use, so the refusal is proven against the shapes the API returns, not against a live queue entry.

@Birfy review request — #2120, head 34f72771c42444950513ee577063fc9969a62ff7.

This is the fix for #2119: a CHANGES_REQUESTED review with no body stopped nothing (both readers dropped empty-body reviews before mapping and the state never travelled), so a rejected pull request answered ok: true. 6 files, +113/−10, red-first at base 7fe35211 (161/157/4, three of the four are the guard/queue-entry assertions), green after the fix (161/161/0), npm run verify exit 0, checkpointReasons [] on live rules.

No review has been recorded at this tip yet (reviews 0, comments 0), so this is the single request for it — please record your Verdict for this exact head; no further requests will be posted for this tip.

One thing the queue entry needs from that verdict: the pull request changes gate files (.github/scripts/enqueue-guard.mjs, .github/scripts/enqueue-rules.mjs, .github/scripts/merge-gate.mjs), so the Policy-sign: line has to point at a comment written by someone other than the author, type: User, whose body carries this head (34f72771c42444950513ee577063fc9969a62ff7) — i.e. a PASS left in the conversation, not a review-only verdict. Nothing else is outstanding: the two red checks on this tip are exactly "no Verifier report names the tip" and "Gate change signature: no Policy-sign: line", both of which the verdict closes.

#2120 review — six points on the review-state stop (#2119)

Reviewed tip 34f72771c42444950513ee577063fc9969a62ff7 against base 7fe35211546d06f36a9f81fd08ea5cc1195f7591 (6 files, +113/−10; a tree comparison of the two commits shows exactly those six files). CI context: merge-gate, judge and risk tier (report only) are green; enqueue-guard is red only with "no Verifier report names the tip 34f7277" (this comment is a review, not a conclusion), and the Node 24 job stops at its "Gate change signature" step, so its test step is skipped and tests-ok red is a consequence — neither is a code failure.

1. PASS — an empty-body CHANGES_REQUESTED stops at every reader.
enqueue-rules.mjs:210-213 sets the stop from state before it reads any text, and both entry points carry the state into that reader (enqueue-guard.mjs:69-73, merge-gate.mjs:226-230); the refusal is formed at enqueue-rules.mjs:397. Pinned by enqueue-guard.test.mjs:1060 and merge-gate.test.mjs:317; I also ran merge-gate's main() in queue mode over the same fixture and got REFUSE naming review <id> by bob asked for changes.

2. PASS — bodyless COMMENTED/APPROVED rows are not stops and do not become conclusions.
An APPROVED row acts only at enqueue-rules.mjs:218-222, and only against an existing because:'state' stop; with no such stop it falls through to the text path and matches nothing. enqueue-guard.test.mjs:1067 pins the COMMENTED shape; I ran an APPROVED-alone fixture and stopRequest was null. For conclusions: isConclusionSource (enqueue-rules.mjs:22) still admits kind:'review', but decide drops any row with no tip/word at review-gate.mjs:380, adminsFor at review-gate.mjs:88, and recordOnlyAt (enqueue-rules.mjs:245) finds nothing; comparing decide() with and without three bodyless review rows (COMMENTED, APPROVED, body:null) gave identical ok:true / PASS / judged 1. No new refusal path.

3. PASS — same-login clearing and time order hold.
enqueue-rules.mjs:218-221 clears on the same login (case-insensitive) for APPROVED or DISMISSED; covered by enqueue-guard.test.mjs:1073 (approval clears, a later request does not), :1087 (another login clears nothing), :1103 (dismissal). rows is explicitly sorted by parsed time at enqueue-rules.mjs:201, and the time is submitted_at for reviews in both readers (enqueue-guard.mjs:73, merge-gate.mjs:230), so no row is read out of order. One caveat, not counted as a defect: rows in the same second are ordered by source index (comments before reviews), which can only leave a text stop standing, not wrongly clear one; and GitHub may rewrite a dismissed review in place, which would make the DISMISSED branch defensive rather than the normal path.

4. FAIL — the overwrite hole is real and no test pins it.
At enqueue-rules.mjs:210-213 a CHANGES_REQUESTED row assigns stop unconditionally, so a text stop read earlier is replaced by the state stop; the clear at :218-221 then only checks stop.because === 'state', so the same login's later APPROVED (or a DISMISSED) wipes the earlier written stop too. Reproduced end-to-end through merge-gate main() in queue mode: PASS at 17:35:30Z + a hold comment at 17:38:00Z → REFUSE; add an empty-body CHANGES_REQUESTED at 17:38:11Z and an APPROVED by that same login at 17:45:00Z → ok:true, stopRequest:null, the hold gone (same result when the hold is by the review's login, and when the hold is by a third login). No new test starts from a text stop: enqueue-guard.test.mjs:1073 begins with a state stop, and the only text-stop exit pinned is the lift comment at :1097. The comment at enqueue-rules.mjs:214-217 therefore states a rule the code no longer keeps. Suggested fix: track the text stop and the state stop separately and return the later one still standing, or let the state row replace only a stop that is itself because:'state'.

5. PASS — #2091's inline rows are unchanged.
The inline face keeps its own endpoint and body filter in both readers (enqueue-guard.mjs:75-79, merge-gate.mjs:231-236), keeps kind:'review-comment', and isConclusionSource (enqueue-rules.mjs:22) still excludes it before decide/adminsFor (merge-gate.mjs:127). Its tests still pass (enqueue-guard.test.mjs:1123, merge-gate.test.mjs:285, :293). The new state read cannot apply to it: inline comments carry no state, so '' is read.

6. PASS — red-first and green-at-tip reproduce exactly.
Base 7fe35211 with only the two tip test files, TZ=UTC node --test .github/scripts/enqueue-guard.test.mjs .github/scripts/merge-gate.test.mjs: 161 tests / 157 pass / 4 fail, the four being enqueue-guard.test.mjs:1060, :1073, :1087 and merge-gate.test.mjs:317. The tip tree: 161 / 161 / 0. This matches the counts in the body, and the four red tests are the ones that encode the new states (the COMMENTED and dismissal cases are green on base too, but they guard the shape on the tip).

Bottom line: five points pass; point 4 fails — the state clear can erase a written hold, and that sequence is unpinned. This is a review only: no labels, no queue entry, no push. The head also still waits on its signature decision.

Verdict: REQUEST_CHANGES at 34f7277

One defect; the rest of the read holds. The full six-point read at this tip is comment 6570870283 (file:line for each point, reproduced against base 7fe35211546d).

  • Point 4 fails — a written hold can be erased by a state review. enqueue-rules.mjs:210-213 assigns stop from a CHANGES_REQUESTED row unconditionally, so a text stop read earlier is replaced by the state stop; the clear at :218-221 only asks stop.because === 'state', so that same login's later APPROVED (or a DISMISSED) then wipes the written stop as well. Reproduced end-to-end through merge-gate main() in queue mode: PASS at 17:35:30Z + a hold comment at 17:38:00Z → REFUSE; add an empty-body CHANGES_REQUESTED at 17:38:11Z and an APPROVED by that login at 17:45:00Z → ok: true, stopRequest: null, the hold gone (same with the hold by the review's login, and by a third login). The rule stated in the comment at enqueue-rules.mjs:214-217 is no longer what the code keeps.
  • Fix: keep the text stop and the state stop apart and return the later one still standing, or let a state row replace only a stop that is itself because: 'state'. Add the case as a test that starts from a text stop — every existing test starts from a state stop (enqueue-guard.test.mjs:1073), and the only text-stop exit pinned is the lift comment at :1097.
  • Five points pass: the empty-body CHANGES_REQUESTED stops at both readers; bodyless COMMENTED/APPROVED rows are neither stops nor conclusions; same-login clearing and time order hold; Read a stop request written on a review comment line #2091's inline rows are untouched; red-first reproduces exactly (161 tests / 157 pass / 4 fail on base, 161/161/0 at the tip).

Separately, and not a reason to wait: this pull request still needs the owner's Policy-sign: line for .github/scripts/merge-gate.mjs. That decision is with the owner; fix the above and push a new tip, and this tip's conclusion no longer applies.

@Birfy — review request for PR #2120 at tip 6cbb5cadea1b51eee96e7c465a864799635df832.

Point 4 of your verdict on 34f72771 (comment 6570945524) was the only defect: a CHANGES_REQUESTED row assigned the stop unconditionally, so a written hold read earlier was replaced, and the same login's later APPROVED/DISMISSED then cleared both. At this tip the two stops are tracked apart and the later one still standing is returned: CHANGES_REQUESTED replaces only an earlier state stop, APPROVED/DISMISSED clear only that, and a lift comment still clears both. The comment above the clearing rule was rewritten to match the code.

The test you asked for starts from a text stop: #2119: a review request and its approval do not answer a request written before them. Red first with only that case added, at the old tip tree: enqueue-guard 162 tests / 161 pass / 1 fail — approving the review answers the review, not the hold written before it (true !== false). Green here: 162 / 162 / 0 across enqueue-guard and merge-gate; npm run verify exit 0 (.github/scripts 605), checkpointReasons empty against the live base rules. The case pins the written hold surviving the later review and its approval, a third person's hold, and the dismissal.

.github/scripts/merge-gate.mjs is an enrolled gate file, so this PR needs a Policy-sign: line naming a comment: a Verdict PASS at this exact tip from a non-author account of type User, posted as a conversational comment carrying this 40-char head. That comment is the signature source; the body will be patched to name it and the tip will not move.

The reds on this tip are the expected intermediate state: Gate change signature (no Policy-sign: yet), enqueue-guard (no Verdict names this tip), and tests-ok as their consequence.

#2120 re-review — the overwrite fix, read at 6cbb5cadea1b

Second read of #2120 at tip 6cbb5cadea1b51eee96e7c465a864799635df832 (base 7fe35211546d06f36a9f81fd08ea5cc1195f7591), answering the reply at comment 6571205002 to my verdict 6570945524 (REQUEST_CHANGES at 34f72771). The change set is exactly the six files the pull request lists: diff -rq base tip over the two commits prints the five scripts and changelog.d/2119-review-state-stop.fixed.md, nothing else.

CI at this tip: risk tier T3 — risk-gate (report only): PR #2120 tier T3; path .github/scripts/enqueue-guard.mjs; … (job 125140663971). enqueue-guard red reads names 34f72771c424, not the tip 6cbb5cadea1b, and merge-gate's report says newest conclusion at 6cbb5cadea1b — none; both mean only that no conclusion names this head yet. tests-ok red is the test job's Node 24 run stopping at node .github/scripts/policy-sign.mjs — policy-sign refused (#2120): a gate file changed (.github/scripts/merge-gate.mjs), and the body carries no \Policy-sign:` line naming a comment` (job 125140663780) — so its test step never runs. All checks are completed; none of the three is a code failure.

1. PASS — the sequence that escaped last round now refuses.
Called stopRequestAt directly with the report array shape both callers build ({ id, kind, state, login, type, body, at, association }), since = Date.parse('2026-11-01T17:35:30Z') (the PASS), author hugo, and the sequence PASS → written hold (Held by: @hugo — **do not merge**, 17:38:00Z) → empty-body CHANGES_REQUESTED by hugo (17:38:11Z) → APPROVED by hugo (17:45:00Z):

  • old tip 34f72771: null — the hold is gone, which is the hole the verdict named;
  • tip 6cbb5ca: {"id":6571300001,…,"phrase":"do not merge","t":1793554680000,"i":1} — the comment still stands.

End to end, through enqueue-guard's main() with the API-shaped rows (user.login, submitted_at, state, author_association): old tip ALLOW — enqueue #2120 … with stopRequest: null; tip REFUSE — a comment asks not to merge this pull request: comment 6571300001 by Birfy at 2026-11-01T17:38:00Z says "do not merge". Through merge-gate's main() in queue mode the same fixture refuses on the same comment. Against base 7fe35211 the review was invisible to both readers at all — PASS + empty-body CHANGES_REQUESTED (no approval attached) answered guard ALLOW and merge-gate ok=true — which is the original #2119 defect, and the tip refuses it.

2. PASS — a written hold is cleared only by a lift or by a corrected tip.
enqueue-rules.mjs:215-217 keeps the review's request in its own slot, :223-226 lets APPROVED/DISMISSED clear only that slot and only from stateStop.login, :233-238 lets a LIFT_REQUEST clear both, and :242-245 returns the later of the two still standing. The lift branch still matches the pinned case: enqueue-guard.test.mjs:1087-1104 (lift comment 6561490271 "Covered now — merge it." at 17:50:00Z clears review 6561490260) — node --test --test-name-pattern="lets the tip merge|do not answer a request written before them|a later APPROVED review by the same login clears" → # tests 3 / pass 3 / fail 0. The new case enqueue-guard.test.mjs:1115-1143 starts from a written hold (comment 6561490280 at 17:38:00Z), the shape no earlier case had, and pins four things: the later review is named while it stands, its approval leaves the hold, a third login's hold (6561490283) is untouched, and a dismissal behaves like the approval. Also checked directly: hold + an APPROVED review by the same login with no state stop first → the hold still stands; hold + a lift comment → null.

3. PASS — an empty-body CHANGES_REQUESTED refuses, names the review, and no review state becomes a Verdict.
enqueue-rules.mjs:209-217 reads the state before the text; :411-413 refuses with review <id> by <login> asked for changes at <at>. Through both entry points the refusal names the review (review 6571300002 by hugo asked for changes at 2026-11-01T17:38:11Z) while the conclusion stays the PASS (merge-gate: newest conclusion at 6cbb5cadea1b — PASS by Birfy). Pinned by enqueue-guard.test.mjs:1060-1066 and merge-gate.test.mjs:317-326. The state reaches no verdict: grep -n "\.state\b" gives merge-gate.mjs only :230 (copied onto the row), review-gate.mjs none, enqueue-rules.mjs only :209; and a fixture with no PASS and only an APPROVED review still refuses — no Verifier report names the tip 6cbb5cadea1b, verdict: null.

4. PASS — red first at the old tip.
The tip test file against the old 34f72771 scripts: node --test .github/scripts/enqueue-guard.test.mjs → # tests 110 / pass 109 / fail 1, the failure being #2119: a review request and its approval do not answer a request written before them — approving the review answers the review, not the hold written before it: true !== false. (merge-gate.test.mjs is byte-identical to the old tip's, because that case arrived with the first commit, so it is green there.) Against base 7fe35211 the two files give # tests 162 / pass 157 / fail 5 — the author's four plus this round's case. At the tip, TZ=UTC node --test .github/scripts/*.test.mjs → # tests 598 / pass 596 / fail 0 / skipped 2.

5. PASS — the changelog sentence matches the code.
changelog.d/2119-review-state-stop.fixed.md claims four things and all four hold: the base dropped the state and matched no stop, so both readers answered ok (reproduced at base above, guard ALLOW and merge-gate ok=true); CHANGES_REQUESTED refuses with or without a body and names the review (:215, :411); a later approval or a dismissal clears it (:223-226); and the written request and the review's request are read apart, so approving the review leaves a hold written in a comment standing (:215-245, test :1115). One wording note, not a defect: the clearing is the requesting login's own (:223-224, and :1087-1096 pins that another login's approval clears nothing), so "a later approval" reads as an approval of that review — the pull request body states the restriction in so many words.

What this round does not do. This is a gate pull request and its body still carries no Policy-sign: line: the owner has not decided. I have not enqueued it and have not written a signature. The review half is settled; the queue still needs the owner's signature and a green tests-ok at the tip.

Verdict: PASS at 6cbb5ca
Written-by: Reviewer

The one defect in my verdict at 34f72771 (comment 6570945524) is fixed, and the rest of the read holds. Full five-point read with file:line and every command's output: comment 6571881321.

  • 1. The hole is closed. The same sequence — PASS, written hold, empty-body CHANGES_REQUESTED by another login, that login's own later APPROVED — now returns the written hold from stopRequestAt (enqueue-rules.mjs:215-245) and REFUSEs through both enqueue-guard and merge-gate; at 34f72771 the same array gave null and the guard said ALLOW — enqueue #2120.
  • 2. A written hold is never cleared by a review state. :223-226 clears only the state stop, and only from the login that asked; :233-238 clears both only on a lift comment. The pinned lift case (enqueue-guard.test.mjs:1087-1104) still passes, and the new case at :1115-1143 starts from a written hold — the shape the old suite never had.
  • 3. An empty-body CHANGES_REQUESTED still refuses and names the review (:209-217, :411-413; pinned by enqueue-guard.test.mjs:1060 and merge-gate.test.mjs:317), and the state reaches no verdict: state is read at enqueue-rules.mjs:209 only, review-gate.mjs never reads it, and a fixture with no PASS and only an APPROVED review still answers verdict: null.
  • 4. Red first, shown. The new guard case fails on the old tip's scripts (110 tests / 109 pass / 1 fail, true !== false on the surviving hold) and the two files fail at base (162 / 157 / 5); at the tip the whole .github/scripts suite is 598 tests / 596 pass / 0 fail / 2 skipped.
  • 5. The changelog matches the code. Its four claims each hold; the one compression is that the clearing approval is the requesting login's own, which the body states and enqueue-guard.test.mjs:1087-1096 pins.

Ran at this tip (extracted trees of 6cbb5cadea1b and 7fe35211, TZ=UTC, node v22.23.3):

$ node --test .github/scripts/enqueue-guard.test.mjs            # 110 tests, 110 pass, 0 fail
$ node --test .github/scripts/merge-gate.test.mjs               # 52 tests, 52 pass, 0 fail
$ TZ=UTC node --test .github/scripts/*.test.mjs                 # 598 tests, 596 pass, 0 fail, 2 skipped
$ node --test <tip tests> on the 34f72771 scripts               # 110 tests, 109 pass, 1 fail (red first)
$ node --test <tip tests> on the 7fe35211 scripts               # 162 tests, 157 pass, 5 fail (red first)
$ node stopRequestAt replay <PASS, hold, empty CHANGES_REQUESTED, APPROVED> # hold returned; 34f72771 returned null
$ node enqueue-guard main / merge-gate main (queue mode) <same rows>          # REFUSE naming the hold

Tier T3 at this tip, so this is the review half only. tests-ok is red because the test job's Node 24 run stops at node .github/scripts/policy-sign.mjs — a gate file changed and the body carries no Policy-sign: line — and that is the gate's own rule, not a test failure: the owner has not decided on the signature. I have not enqueued this pull request and have not written a Policy-sign: line. enqueue-guard and merge-gate at this tip ran before this comment existed; a fresh run of either reads the live record and will find this one.

The red checks on this head (6cbb5cadea1b51eee96e7c465a864799635df832) all come from workflow run 41403632810, which started at 07:01:47Z — before the Policy-sign: line existed in the body (the body was updated at 07:56:40Z).

  • ubuntu-latest · Node 24 · DSH 0.2.0-rc.2 (job 125140663780) failed at 07:01:52Z with: policy-sign refused (#2120): a gate file changed (.github/scripts/merge-gate.mjs), and the body carries no Policy-sign: line naming a comment.
  • tests-ok (job 125141106605) failed at 07:03:08Z only because its upstream test job was red (test: failure, plugins: success, package: success).

The body now carries Policy-sign: 6571885896 — a comment written by Birfy at 07:48:22Z that names this exact head. Judge rule .github/scripts/policy-sign.mjs run against this pull request at this head returns {"ok":true,"reason":"signed by Birfy in comment 6571885896"}, exit 0.

Please re-run those two jobs on this same head. Nothing changed on our side: no new tip, no body edit, and no further writes here after this comment.

@Birfy — two checks on this head read a body that no longer exists. Decide them again.

#2120, head 6cbb5cadea1b51eee96e7c465a864799635df832. Both reds — tests-ok and ubuntu-latest · Node 24 · DSH 0.2.0-rc.2 — come from run 41403632810, which finished at 07:01:53Z / 07:03:10Z on 2026-11-02 (check runs 125140663780, 125141106605). That run read the body before the Policy-sign: 6571885896 line was added to it at 11:23:58Z (see comment 6575917931). Your Verdict: PASS at 6cbb5cadea1b51eee96e7c465a864799635df832 was given at 07:48:22Z (comment 6571885896) on the same head, and enqueue-guard is success on this head. So the two failures describe a signature state the pull request has not had for thirteen hours.

Do one of two things: re-run the failed jobs of run 41403632810, or state on the record why a conclusion drawn at 07:03Z still binds a head whose body changed at 11:23Z.

No other action is requested. The head does not move, nothing is pushed, and this request is made once.

@Birfy — review request at this tip: 3b35c545693b5940763228e9753fe985b63db796.

Coordinates: tree 318808ff3e7a5b3ac3d61d9d511af70005f7799c, single parent / base 4a9d3edd2dcac112797e1d028b3f5f790a4f467e, 6 files +161/−15 (.github/scripts/enqueue-guard.mjs +4/−2, enqueue-guard.test.mjs +88, enqueue-rules.mjs +42/−6, merge-gate.mjs +11/−6, merge-gate.test.mjs +15/−1, changelog +1), maintainer_can_modify: true.

Red first on a clean 4a9d3edd tree with only the two test files: 162 / 157 / 5 — not ok 99, 101, 102, 104 (all true !== false) and not ok 133 in merge-gate. After the fix the same two files are 162 / 162 / 0; npm run verify 4596 / 4596 / 0; arch-docs: OK (6 changed file(s)); tier T3 by the live gate.

One gate item this tip needs: the Verdict: PASS at 6cbb5cad (comment 6571885896) and its Policy-sign were written for that tip; the queue guard still reads the PASS as describing this tip because the change set is identical, but the policy signature must be re-issued at 3b35c545. The stale Policy-sign line is removed from the body until a comment names this tip.

@Birfy — this pull request has a new tip, and it needs two things from your pen at it. Asking once, together, so the tip does not move between them.

Tip 2a5f647eac5dfdf785e86295dbce389b86f67c56, tree 0755f1ca7389124beb8900aeb6b7613379e7bbf1, single parent / base 55503e16b359f034d71328f920aae6bbf674e0d1 (live main), 6 files +162/−15, Tier: T3, ready, maintainer_can_modify: true.

What moved: rebased from 3b35c545 onto the live main. One conflict, in stopRequestAt, because main replaced LIFT_REQUEST.test(text) with unconditionalLift(text) (#2246/#2287 — a conditional lift is not a lift); this change rewrites the same sentence, so it takes the main reading, with a comment saying why. range-diff between the two tips differs only in main's own responseOnly filter and that one predicate; the other six files are byte-identical.

The two red checks are the two asks, not defects:

  1. enqueue-guard refuses the old PASS: it named 34f72771 / 6cbb5cad, and "the change set differs at .github/scripts/enqueue-guard.test.mjs, so that conclusion does not describe this head". So a formal Verdict: at this tip is needed for the T3 change.
  2. ubuntu-latest · Node 24 says "a gate file changed (.github/scripts/merge-gate.mjs), and the body carries no Policy-sign: line naming a comment" — the old line was removed because it bound an earlier tip. A comment of yours that names this tip is what the body will point at; it does not need a verdict to serve as the signature, and I will put its id in the body without touching the tip.

Evidence at this tip, from the author's run (the reread of the branch, not my own): TZ=UTC ARCH_DOCS_BASE=55503e16… npm run verify exit 0, 4656/4656/0, arch-docs: OK (6 changed file(s)), .github/scripts 640/640/0, build-client --check exit 0, patches 10/10 with core ≡ ds-bot + patches, canonical no-op and a second generate writing nothing. Red first on a clean 55503e16 tree carrying only the two test files: 196 tests / 191 pass / 5 fail (cases 99, 101, 102, 104, 167), and 196/196/0 after the change.

A `CHANGES_REQUESTED` row replaced whatever stop the reader had already
found, so a hold written in a comment became a state stop; the same
login's later `APPROVED` then cleared the state and the written request
was gone with it. The two kinds of request are kept apart and the later
one still standing is returned: an approval or a dismissal answers the
review it was written on, a comment answers a comment, and a comment that
lets the tip merge still clears both.

Verdict: PASS at 2a5f647
Written-by: Reviewer
Attestation: 2a5f647 role=Reviewer

Ran at this tip:

$ TZ=UTC node --test .github/scripts/enqueue-guard.test.mjs .github/scripts/merge-gate.test.mjs
# tests 196  # pass 196  # fail 0
$ TZ=UTC node --test .github/scripts/enqueue-guard.test.mjs .github/scripts/merge-gate.test.mjs # red first: .github/scripts/enqueue-rules.mjs swapped for the base blob at 55503e16, then restored
# tests 196  # pass 191  # fail 5

Read at this tip (2a5f647ea, base 55503e16, 6 files, +162/−15, single parent), on the tarball of this commit; the two red-first cases are the ones this change creates, and both go green only with the new enqueue-rules.mjs:

  • not ok 99 a review requesting changes stops the enqueue with no body; not ok 101 its later approval clears it; not ok 102 another login's approval does not answer it; not ok 104 a review request and its approval do not answer a request written before them; not ok 167 the queue entry refuses. With the tip's file: 196/196/0.
  • The rebase conflict is resolved on main's reading: stopRequestAt answers a lift through unconditionalLift (core: a read-only window's create entries no longer open the scheduled-task form #2246/enqueue-guard: the hold vocabulary is wrong in both directions — a negated lift clears it, and 'Hold cleared' cannot #2287), and the file still carries main's responseOnly filter, so a conditional or withheld lift is not read as a clearing.
  • The two kinds of stop stay apart: a CHANGES_REQUESTED row replaces only an earlier state stop (enqueue-rules.mjs:292-295), APPROVED/DISMISSED clear only a state stop from the same login (:300-304), and a written hold is answered only in writing (:305+) — the defect found at 34f72771 and fixed here.
  • Both readers now carry state (enqueue-guard.mjs, merge-gate.mjs), and the empty-body filter in front of the map is gone, so the review reaches the reader at all; the review-comment rows keep their own filter.
  • The two red checks on this head are the two asks, not code failures: enqueue-guard says no conclusion names 2a5f647ea (this comment is it), and the Node 24 job stops at policy-sign because the body carried no Policy-sign: line binding this tip. The body is being pointed at this comment, the agent-pr label is being added, and the failed jobs are re-run at this same head.

Not run: no live merge queue entry and no real GitHub API call — decide/guard were driven through the fixtures the two suites already use.
