The attach job has no checkout, so gh release view found no repo and waited 30 minutes for a release that existed. Set GH_REPO so gh knows which repo to use. Co-Authored-By: Claude Haiku 5.5 <noreply@anthropic.com>

The attach-to-release job waited 30 minutes for v0.2.43 and then failed, though the release existed. The job has no checkout, so gh had no repo. This sets GH_REPO so gh names the repo. Verified by hand: the v0.2.43 phone files were attached from the tag run's artifacts.
