block-processing.md(en/ru/zh-CN): the Jolteon round isround_of(timestamp)(t/3 up to the HF16 switch block S, then S/3 + (t − S)), nottimestamp / CHAIN_BLOCK_INTERVAL; see database.hppround_of.CHAIN_BLOCK_INTERVALrows in block-processing.md and fair-dpos.md said 3 s only; now match English (3 s before HF16, 1 s after).
