What this adds

Patch MCP plugin listing: outbound phone calls from the user's verified number, with a complete docs-first setup prompt, approval before dialing/spending, and structured results. Adds only content/plugins/patch-mcp.md, marked proposed.

Verification

On 2026-10-21, all public source/documentation links returned HTTP 200. Production MCP tools/list returned HTTP 200 with all seven documented calling tools. npm run validate passed and the patch has no whitespace errors.

The submitter confirmed that they completed the end-to-end test. G2 is complete based on that confirmation; the automated checks above were performed separately.
