Bump certifi from 2026.7.22 to 2026.10.19 in uv.lock. Bump uv from 0.11.27 to 0.13.4 in mise.toml and mise.lock. Require uv 0.13.4 or newer in pyproject.toml. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

Eight eMudhra intermediate CA keys are compromised, so anyone can issue trusted certificates with them. This PR ships the patched trust stores.

This PR goes to 0.13.4 instead.
The certifi block was patched by hand, because
