Add the 9.7.0 release event post, list 9.7.0 in releases.yml (demoting the 9.6.0 links to archive.apache.org), and point docs.yml Latest plus a new v9.7.0 entry at the v9.7.0 tag commit. Also fix the 9.6.0 post's milestone link, which pointed at skywalking-java/milestone/10 (the 9.0.0 milestone) instead of the Java - 9.6.0 milestone its CHANGES.md references.
