Fixes #319.

• "php": "^8.2" instead of ">=8.2": PHP 9 is no longer accepted before the bundle is tested with it.
• Remove config.allow-plugins.symfony/flex: symfony/flex is not required; the CI installs it globally (setup-php, tools: flex) for SYMFONY_REQUIRE, which does not depend on this entry.
• CHANGELOG. Checked in the container: composer validate OK; highest dependencies (PHP 8.5, Symfony 8.1), lowest dependencies (PHP 8.2, Symfony 6.4.0), Symfony 6.4.48 on PHP 8.2 and 8.5 and Symfony 7.4 (with Flex installed globally): 982 tests OK, no risky test. PHPStan, PHP-CS-Fixer and Rector OK.
