This repository has never carried a LICENSE file, so GitHub reports no licence for it.

That matters more here than it would elsewhere. docs/agents/contributing.md in the monorepo describes this repository as "the reference every third-party catalogue is built from", and it vendors copies of the monorepo's tooling — scripts/package.mk is a byte-for-byte copy of hack/package.mk. Forking it as a starting point is the entire point of the repository, and everyone who has done so has been working from unstated terms, as has everything built downstream of them.
