docs: add a recipe for PR comments on pull requests from forks - #520
A pull request from a fork gets a read-only GITHUB_TOKEN, so thread-comments and PR reviews cannot be posted there: the log shows 403 Resource not accessible by integration and nothing appears on the PR. Older versions failed the step on it (#327, #135, #142); with git-bot-feedback 0.5.1 the step passes, so the missing comment is easy to miss. Users work around it by turning comments off (Sapd/HeadsetControl#470), building their own two-workflow setup (xifan2333/fcitx5-vinput#200), or switching to pull_request_target, which runs the pull request's code with a write token if the workflow builds it. From December 2, 2026, GitHub also blocks pull_request_target by default in public repositories, so that workaround stops running.
What
New recipe tab "PR comments from forks" with two example workflows:
fork-PR-comments-lint.yml: lints on pull_request with a read-only token, writes the comment with summary-output-file, and uploads it with the PR number as an artifact.
fork-PR-comments-post.yml: runs on workflow_run with pull-requests: write, never checks out the PR, checks that the PR's head SHA and head repository match the linted run, posts one run at a time per branch, and creates or updates one comment (falls back to a link to the run when the comment is over 60,000 bytes).
permissions.md: new "Pull requests from forks" section (including the private-repository "Send write tokens" setting), with a warning against linting in pull_request_target and a note on the December 2 default block.
README: the fork note now says comments and reviews are not posted on fork PRs (the client has no fork check for reviews either), and points to the recipe.
The example files live in .github/workflows/examples/, which GitHub does not run.
Checks
actionlint passes on both files. zizmor reports unpinned-uses (same tag style as the other examples) and dangerous-triggers for workflow_run, which the recipe addresses by never running PR code in that workflow.
mkdocs build --strict passes; both snippets render in the new tab.
End-to-end in test: fork-PR comment recipe (do not merge) test-cpp-linter-action#68 (closed). workflow_run only runs from the default branch, so a second job in the same workflow ran the identical posting script with the same permissions. Run 1: the read-only lint job uploaded the artifact and one comment was posted. Run 2 (same findings): no second comment. Run 3 (new finding): the same comment was updated in place with the new finding. The real workflow_run trigger from a fork is not tested yet.
Summary by CodeRabbit
New Features
Added example workflows that lint C/C++ changes from fork pull requests and post lint results as pull request comments after checks complete.
Documentation
Added guidance and a recipe for handling fork pull request comments with separate read-only linting and comment-posting workflows.
Clarified that read-only tokens still support annotations and summaries, while comments and reviews requiring write access are not posted and may show a 403 error. The draft pull request review limitation remains.
GitHub was unavailable or timed out while CodeRabbit was posting the review. Please request a new review later if the pull request still needs one. This happened while posting 1 inline comment. Use @coderabbitai full review to retry the review.

Walkthrough
The pull request adds separate workflows to lint fork pull requests with read-only permissions and post comments with write permissions. It also documents the permissions, artifact checks, and constraints on using pull_request_target.

Summary
Read-only lint and artifact creation .github/workflows/examples/fork-PR-comments-lint.yml, README.md, docs/examples/index.md
The pull-request workflow runs cpp-linter with read-only permissions and uploads its summary and pull request number as an artifact. The README and example index describe the fork-comment workflow and summary output.
The workflow-run job checks the artifact, pull request number, and current head SHA before updating or creating a comment. The documentation describes the workflow requirements and warns against checking out pull request code in a write-token workflow.
cpp-linter/cpp-linter-action#491: Disables thread-comments for fork pull requests; this pull request adds a separate workflow to post comments with write permission.

Compare the lint run's merge commit before posting, or document this limitation.
The post job checks only that the PR head SHA still matches the linted head. A base-branch change does not start a new pull_request lint run, so the posted comment can keep findings from an earlier merge commit until the PR gets a new commit.

In git-bot-feedback 0.5.1 a 403 on a fork pull request is logged and the
step still passes. Also check the head repository, guard a missing PR
number file, serialize posts per branch, keep the artifact 7 days, and
note the private-repository write-token setting.
