ci: Add the required CI caller - #599
Merged

Conversation
Pull requests could merge with a red or missing build. Add a caller for the shared ci-basic workflow so every pull request reports `ci / Build and test`, which infra will require org-wide. Build, unit-test under envtest and build the image on every pull request.

Verified hack/unit-test.sh pins setup-envtest, fails if kube-apiserver is missing, and ran every non-e2e package on Go 1.27.3 alongside the Docker build.

Pull requests here can merge with a red or missing build. This adds the shared
ci / Build and testcheck, so build and test failures show on every pull request and infra can make the check required.Runs
go build ./...and the Dockerfile build. Unit tests run throughhack/unit-test.sh(skip: test): setup-envtest pinned to the controller-runtimerelease-0.25commit and Kubernetes 1.31.0 as in the Makefile, thengo teston every package except/e2e. The Karmada interpreter checks and console-wasm tests (make test-console) are not run. No ruleset requires a check today.Fixes #598
