Require signed-in users to accept terms and privacy policy - #1239
Signed-in people must now accept the current terms of service and privacy policy before they can keep using /dev/null on the web. They must accept again whenever a new version takes effect.
The web shows a TermsDialog that can't be dismissed. Escape, clicking outside and the close button are all disabled. The only ways out are accepting or logging out.
The terms and privacy pages skip the dialog so people can read them. The dialog links to both in a new tab.
Changes
Backend
Add UserTermsController@update at PUT settings/terms (user-terms.update). It calls the existing UpdateUserTermsAcceptance action and redirects back.
Add UpdateUserTermsRequest, which requires the version the page showed and checks it against config('legal.terms_version'). A tab left open across a new version can't accept terms it never displayed.
Share auth.termsToAccept through HandleInertiaRequests. It is { version, updated } while the user hasn't accepted the current terms, otherwise null. updated is true when they accepted an earlier version, and the dialog uses it to change its wording.
Frontend
Add components/terms-dialog.tsx with the dialog, its "I accept" and "Log out" actions, and a validation error for a stale version. Logging out clears stashes and recent searches and flushes the Inertia cache, matching the existing logout behavior.
Render TermsDialog in app-layout.tsx for signed-in users, in place of the guest dialogs, and in the onboarding page.
Add an optional showCloseButton prop (default true) to DialogContent so the dialog can hide its close button.
Add termsToAccept to the Auth type.
Docs
Update the "About, changelog, and policies" section of KNOWLEDGE_BASE.md to describe the acceptance requirement.
Notes
The apps already use the API-side equivalents (Api\UserTermsController, UpdateApiUserTermsRequest), and this PR reuses UpdateUserTermsAcceptance and User::hasAcceptedCurrentTerms(). No new migration or config is introduced.
The {showCloseButton && (...)} block in dialog.tsx isn't re-indented, so a formatter pass may touch it.
Summary by CodeRabbit
New Features
Signed-in users must accept the current Terms and Privacy policies to continue using the app. They’ll be asked again when a new version takes effect.
On the web, the acceptance dialog can only be dismissed by accepting the policies or logging out. It provides links to both policies and explains when the terms have been updated.
Share a `termsToAccept` prop from Inertia and show a non-dismissable
TermsDialog in the app layout and onboarding until the current terms
version is accepted. A new version brings the dialog back.
Accepting goes through `PUT settings/terms`, which validates that the
submitted version matches the current one so a stale tab can't accept a
version it never showed. DialogContent gains a `showCloseButton` prop,
and the knowledge base documents the behavior.
The change adds a server endpoint for accepting the current terms version and shares acceptance status with the web client. Signed-in users who need to accept the terms see a non-dismissible dialog in the app layout and onboarding page.

Shared authentication data reports whether the user must accept the configured terms version. An authenticated PUT settings/terms route validates that version and passes the user to the acceptance action.

The client displays and submits the required version, blocks dialog dismissal, and renders the dialog in the app layout and onboarding page. Logging out clears stashes and recent searches and flushes router state. The knowledge base describes the acceptance requirement.

Possibly related PRs
dev-null-sh/dev-null.sh#1042: Introduces the acceptance action and terms-version contracts used by this web acceptance flow.
The new terms dialog is enforced only in the browser. A signed-in user who hasn't accepted the current terms can still make direct requests to change settings. Separately, clicking logout in the dialog deletes local drafts before the logout succeeds, so a failed request loses them. Decide whether server-side enforcement is in scope and move the draft cleanup to the logout success path before merging.
Security architecture risk: Low · up to 90267
The acceptance endpoint checks the current terms version and updates only the signed-in user's record. The blocking dialog is not server-side access enforcement: direct authenticated requests remain possible, as before this PR. The change does not demonstrate expanded access to other users' data or privileges.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — The new acceptance write targets the authenticated user's own record, not a supplied account identifier. The demonstrated terms-gate bypass requires an authenticated session and preserves access under existing route controls; it does not establish cross-account access or privilege escalation.
Security Findings and Attack Paths
observed — The retained finding identifies direct authenticated requests that bypass the terms prompt, including an existing settings mutation without a terms prerequisite. Base-to-head comparison shows the same server-side exposure before this PR. It remains a reportable security condition, but the evidence does not establish an introduced or worsened authority boundary.
Trust Boundaries and Controls
observed — The browser-supplied version is checked against server configuration before acceptance is recorded. A stale version receives a reload instruction. This controls the submitted version but does not prove that the person read the policies or enforce acceptance on unrelated authenticated operations.
Resilience and Maintainability Implications
observed — Acceptance state stores a time rather than the validated version identifier. The correctness of future acceptance decisions therefore depends on the configured effective date and timestamp interpretation, as it did before the new web caller.
Hardening Proposals
proposed — If acceptance is intended to be an authorization prerequisite rather than a web interaction prompt, enforce it server-side on the intended authenticated operations, with explicit exceptions for reading policies, recording acceptance, and logging out.

Enforce terms acceptance on authenticated web requests.
When a signed-in user has not accepted the current terms, the dialog blocks interaction but the auth route group still permits direct requests. For example, PUT settings/lane reaches UpdateUserLane::handle() and saves a setting without checking acceptance. Add a server-side terms gate to the authenticated routes. Exempt acceptance, logout, and the public policy pages so users can complete the flow. (raw.githubusercontent.com)

Clear drafts only after logout succeeds.
If the logout request fails or is cancelled, onClick has already called clearStashes(user.id). That helper deletes stored draft text and images, while the user remains signed in. Move the cleanup to the successful logout path so a failed request does not destroy drafts. (raw.githubusercontent.com)
