Summary

Syncing your profile from GitHub, from the profile's menu or from settings, reloaded every page prop. That included suggestedUsers, the deferred, merged list behind Who to follow, so each sync ran the suggestions query again and merged its results into the panel you were looking at.

Now both sync visits leave suggestedUsers out, so the panel keeps what it already shows.
