feat: follow the organizations users follow on GitHub, now or once they show up - #1360
At sign-up we import a user's GitHub network once, and it keeps filling in: when someone they follow on GitHub joins later, they follow them automatically. Organizations can be followed now, but the import ignored them.
With this PR:
At import, a user follows the organizations they follow on GitHub that are already on /dev/null.
Later, when an organization shows up on /dev/null (a mention creates it), the users who follow it on GitHub follow it automatically.
Existing users get their organizations from follows:import, run by hand.
Decisions
How do we find who follows an organization on GitHub when it is created? At import, we store the GitHub IDs of the organizations a user follows that aren't on /dev/null yet, and match them when the organization is created. Nothing is fetched from GitHub at that point: laravel alone has 11k followers. Follows made on GitHub after the import aren't picked up, same as for people.
Does GitHubProvider need to tell users from organizations? Not for matching, but it does for storing: without the type, every person followed on GitHub would be stored as pending too. So followingIds() returns them apart.
What about existing users? We backfill with follows:import, run by hand as many times as needed, without notifications.
What about the backfill's rate limit? It keeps 1,500 of the 5,000 hourly requests, which is above the 1,000 at which mentioned-organization lookups pause. It stops before that and prints when to run it again.
What if an import and the organization's creation happen at the same moment? Both take one advisory lock, so neither misses the other's rows.
How does the onboarding show it? Organizations are merged into the "following" stat.
Do members follow their own organization automatically? No, that's out of scope.
Notifications? None: an organization has nobody to notify.
Why: it's the only way to follow an organization that doesn't exist here yet.
Who sees it: only the user, in their export.
When it's deleted: when the organization shows up, or with the user (cascade).
users.github_organization_follows_imported_at:
Why: the backfill resumes where it stopped and never imports a user twice, so unfollows stick.
Who sees it: hidden, like github_follows_imported_at.
When it's deleted: with the user.
CreateUserGitHubFollows imports people and organizations separately, each once. A user whose people were already imported only gets their organizations.
UpdateOrCreateOrganization turns the pending rows into follows (INSERT … SELECT) when it creates an organization.
follows:import picks the users with either import missing. Below the reserve it stops with, for example:
WARN Stopped after 230 users, to keep 1500 GitHub requests for the rest of the app: 1520 left.
INFO 812 users left. Run the command again after 2026-11-01 10:42:00 UTC (42 minutes from now), when the GitHub rate limit resets.
Validation
composer test:lint, composer test:types (PHPStan), composer test:type-coverage (100%), bun run test:types, bun run test:unit (222 pass).
pest --parallel --ci --coverage --exactly=100.0: 5,209 passed, coverage 100%.

Their first review found false copy for users who imported only organizations ("your log doesn't start empty"), which is fixed. Organizations in the onboarding are now drawn with their lane ring, like people.
Limitations
A follow made on GitHub after the import isn't picked up (same as people).
If reading the rate limit fails, follows:import stops on the raw exception instead of its message.
Summary by CodeRabbit
New Features
GitHub imports now include followed organizations as well as people. Organizations already on the platform are followed automatically; organizations added later are followed when available.
Onboarding shows imported organizations alongside people, including organization avatars and combined follow counts.
User exports now include pending organization follows.
Bug Fixes
GitHub follow imports stop when the remaining API request limit is too low and report the reset time and number of users left to import.
The GitHub follow import now handles organizations as well as users. It stores follows for organizations that are not yet present, transfers those follows when the organization is created, and includes imported organizations in onboarding and pending-follow data in user exports.

Summary
GitHub account data and import state app/Contracts/Services/GitHubProvider.php, app/Services/GitHubProviders/*, database/migrations/*, app/Models/User.php, database/factories/UserFactory.php, tests/Unit/Services/GitHubProviders/*
The provider separates followed account IDs into users and organizations. The database adds pending organization follows and a separate organization-import timestamp.
Import user and organization follows app/Actions/CreateUserGitHubFollows.php, app/Console/Commands/ImportGitHubFollowsCommand.php, tests/Unit/Actions/CreateUserGitHubFollowsTest.php, tests/Feature/Commands/ImportGitHubFollowsTest.php, tests/Unit/Jobs/ImportGitHubFollowsJobTest.php
The import action tracks people and organization imports separately, follows existing organizations, and stores unresolved organization IDs. The command selects users with either import pending and stops when the remaining GitHub request limit is below its threshold.
Resolve pending follows and export them app/Actions/UpdateOrCreateOrganization.php, app/Actions/CreateExport.php, tests/Unit/Actions/UpdateOrCreateOrganizationTest.php, tests/Unit/Actions/DeleteUserTest.php, tests/Feature/Controllers/ExportControllerTest.php
When a new organization matches a pending GitHub ID, the action adds its followers and removes the matching pending rows. User exports include that user’s pending organization IDs, ordered by GitHub ID.
Show imported organizations in onboarding app/Http/Controllers/OnboardingController.php, resources/js/pages/onboarding/show.tsx, tests/Feature/Controllers/OnboardingControllerTest.php, KNOWLEDGE_BASE.md
The onboarding response includes organizations followed around the import time. The page displays organization avatars and combines organization counts with user counts.

Merge Risk: Low · up to 81598
A temporary GitHub rate-limit endpoint failure can abort the follow import command, but the impact is limited to this maintenance workflow and the correction is localized.
Security architecture risk: Low · up to 81598
The reviewed changes preserve authenticated user scoping and use transactions to protect pending-follow conversion. No introduced authorization bypass or cross-user disclosure was established. Remaining uncertainty concerns concurrent operations and production deployment sequencing.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — Creating one organization can materialize follows for every pending user matching that organization's GitHub ID, while preserving each row's user ID. The advisory lock is shared across organizations, so contention can affect other imports and organization writes rather than only that organization's followers.
Trust Boundaries and Controls
observed — The onboarding route remains authenticated, uses current-user injection rather than a caller-selected user identity, and retains its onboarding authorization check. The import resolves the GitHub login from the supplied user's stored GitHub ID; the new onboarding response does not accept a replacement GitHub identity.
Resilience and Maintainability Implications
observed — User deletion explicitly removes organization follows, and the pending table has a cascading user foreign key. Pending conversion deletes its source rows only after inserting the destination follows within the organization transaction, avoiding a committed delete-before-transfer state.
Hardening Proposals
proposed — Validate overlapping imports, organization creation, user deletion, and explicit unfollow against the production database isolation level. Include an import that waits while another import completes and the user subsequently unfollows, to verify preservation of user intent rather than only duplicate-row prevention.

Handle the rate-limit check inside the command’s error handling.
$github->rateLimit() runs before the per-user try. HttpGitHubProvider::rateLimit() calls ->throw(), so a GitHub request or connection failure escapes handle() before failed() or the loop’s rate-limit handling runs. The command can abort without reporting the failure through its normal path.
