feat: notify whoever an organization replies to, quotes or mentions, from the organization - #1377
Seventh layer of letting organizations post commits (#938), after #1368. When an organization replies to someone, quotes them or mentions them, they now hear about it from the organization, like @laravel replied to your commit. Before this, those notified no one, so that a notification would never show which member posted.
Posting as an organization stays behind the organization_commits switch, off in production.
Changes
notifications.actor_id points to profiles, no longer to users, so an organization can be the actor. A user's profile has the user's id, so every existing row is already valid.
The migration swaps the foreign key in one short transaction, then validates it separately, so the scan doesn't block new notifications. It can be run again.
It keeps the existing ON DELETE CASCADE, moved from users to profiles. Deleting an account deletes the profile, so what someone did still goes with them. Code still deploying while the migration runs deletes accounts as before.
Replies, quotes and mentions come from the commit's author (author_id), the organization for its commits. For personal commits, nothing changes.
Mutes and blocks are checked against the organization, so blocking or muting the member who posted doesn't silence it, as decided. Nobody can block or mute an organization.
Whoever posted it still never hears about it.
It still goes out once the member who posted it deleted their account, for a commit approved after that.
What an organization does to itself notifies none of its members: replying to its own commit, quoting it, or mentioning itself. Someone else it mentions in that commit still hears about it.
First commits: an organization's first commit still tells no one.
An organization comes with type: "organization" and an organization's fields, with no company, feed_url, created_at, live or is_followed.
Inbox: an organization actor has its square avatar, its color, and a link to its page, with no hover card or follow button.
KNOWLEDGE_BASE.md says when people hear from an organization.
Visual evidence
Local preview with seeded data, Chromium. @local-dev posted three commits as @laravel: a reply to @kozey-ethyl's commit, a quote of another of their commits, and a mention of them. The viewer is @kozey-ethyl.

When the organization replies to, mentions or quotes someone who blocked or muted the person who posted for it? They're notified anyway: the organization is not the person who posted. (interview)
Does an organization replying to, quoting or mentioning itself notify its members? No: they would hear about their own organization's doing. (my call)
What happens to these notifications when someone deletes their account or GitHub drops an organization? They are deleted with the profile, as they were with the user. (my call: keeping the existing cascade keeps account deletion working during the deploy)

New Features
Replies, quotes, and mentions on organization-authored commits can notify the people involved, with the organization shown as the actor.
These notifications are also sent when organization commits are approved. First-commit notifications remain limited to personal commits.
Organization members are not notified when the organization replies to, quotes, or mentions itself.
Notifications display organization profiles with organization-style avatars. Follow actions are available for user actors only.
Organization-authored commits can now generate reply, quote, and mention notifications attributed to organization profiles. Notification storage, API resources, group queries, and the notification page now support user and organization actors. Members are excluded from notifications about the organization’s own commits and self-mentions.

Layer / File(s)
Summary
Store notification actors as profiles database/migrations/*, app/Models/Notification.php, app/Http/Resources/NotificationResource.php, app/Queries/NotificationGroupsQuery.php, database/factories/NotificationFactory.php
Notification actors now reference profiles. Resources serialize profile actors, and queries load associated user and organization records.
Generate notifications for organization activity app/Actions/CreateCommit.php, app/Actions/UpdateCommitStatuses.php, app/Actions/Create*Notifications.php, tests/Feature/OrganizationNotificationsTest.php, KNOWLEDGE_BASE.md
Commit creation and approval now process organization replies, quotes, and mentions. Notifications identify the organization as actor. Tests cover recipient exclusions and organization-attributed notifications.
Backend tests access associated users for user-specific notification actions. Query tests account for the updated actor loading.
Render user and organization actors resources/js/pages/notification/index.tsx, resources/js/types/notification.ts, tests/Unit/*.test.tsx
The notification page renders user and organization actors with author avatars and actor-based lane colors. Follow actions are limited to user actors. Tests cover organization presentation and the updated actor type.

[RFC] Gists #1363 — This issue calls for notifications for activity on organization commits. This PR adds organization-attributed reply, quote, and mention notifications for those commits.
[RFC] Orgs #938 — This issue proposes organization profiles that post commits and receive mentions. This PR supports organization profiles as actors for reply, quote, and mention notifications.

Merge Risk: Low · up to 573e8
Organization quote and mention notifications can regress unnoticed; add approval-path coverage before merging.
Security architecture risk: Low · up to 573e8
The change preserves organization attribution and keeps notification creation approval-gated and transactional. The main compatibility risk arises after organization notifications exist: older application versions cannot resolve their actors correctly, so rollout and rollback need coordination.
Retained concerns
Low · reliability · inferred: Once organization actor rows are written, mixed-version readers or an application rollback to the base version cannot resolve those actors through User. Disabling future organization posting does not convert persisted actors. This is a conditional rollback constraint, not evidence of a current production failure; personal actors remain compatible and organization posting is reported disabled in production.
Security review details
Security Blast Radius
observed — An organization member's authored activity can now produce organization-attributed inbox entries for reply targets, quote targets, mentioned users, and members of targeted organizations. The actor comes from the stored commit author rather than the posting user's identity.
Trust Boundaries and Controls
observed — The inspected web and API author-selection paths use OrganizationToPostAs. It checks the organization-posting feature switch and resolves the selected organization through the authenticated user's memberships, rather than accepting an arbitrary organization identity.
observed — Mute and block checks now evaluate the commit's author identity. Consequently, muting or blocking the posting member does not suppress organization-origin notifications. This is an explicit delivery-policy change, not an established authorization bypass; the stated design does not support blocking or muting organization actors.
Hardening Proposals
proposed — Gate organization actor writes until all notification readers are profile-aware, and define recovery for persisted organization actors before allowing application rollback. Include approval processing among the producers to coordinate; disabling new organization posting alone does not cover previously pending organization commits.

Cover approved organization quote and mention notifications.
UpdateCommitStatuses sends every approved commit to the reply, quote, and mention handlers. This test approves only a reply and asserts only NotificationType::Replied. A regression in approved organization quote or mention delivery can therefore pass.
Add approved quote and mention commits to this test and assert their recipients, actor IDs, and types. This covers the approval boundary without duplicating the direct-handler test.
