Allow maintainers to run the existing Tests workflow manually after runner maintenance. The dispatch runs the same build and tests on the existing self-hosted runner selection.
Validation: frozen install and required push hooks passed on Beelink1. Actionlint and diff checks passed on Beelink2 for
