Reference the conformance check and work product reviews during release approval

Closes #562 (and reflects the #564 work-product-review findings).

Problem

The audit review of Action_57 concluded that the "conformance check" (wf__exe_featprocess_conformance_checks,
output wp__qms_report) was never mentioned as something to be considered during module/platform release
approval (wf__vy_ap_modrelease / wf__vy_ap_pltrelease). Separately, the #564 work-product-review spot-check
found releases going out with unreviewed/draft-state work products.

Changes

• wf__vy_ap_modrelease / wf__vy_ap_pltrelease: added wp__qms_report and the respective
  wp__verification_module_ver_report / wp__verification_platform_ver_report as :input:, and added a
  narrative clause confirming the process conformance check and required work product reviews have been
  performed and passed before the release is approved. Bumped :version: on both (1→2); no external file pins
  these need IDs with a version filter, so no other cascading updates were required.
• gd_guidl__rel_management: added a "Release Preparation" checklist bullet (module and platform) pointing at
  the conformance check / work product review status, including a reminder that work products must not be left
  in draft/template state. Bumped :version: (1→2) and updated the 7 :contains: references across
  release_workflow.rst that pin this guideline's version.

No new work products, workflows, or need IDs were introduced; no RASIC/approval-gate/workflow-structure changes;
no :complies: tags were touched.

Out of scope

score#3348 already added a "Release Verification and Approval" section referencing these need IDs from the
downstream score repo's release_management.rst; this PR doesn't touch that repo. No follow-up changes there
are required by this PR, since it references need IDs (not pinned versions).

Validation

• bazel run //:docs → build succeeded, no warnings/errors.
• git diff --check → clean.
