Description

Docs and quality pack publishing actions are failing on branches made from company-contrib forks when the forks are renamed e.g. etas-contrib/score_time. See docs-publish and quality_pack-publish failures.

Fix docs-publish by upgrading the pinned commit hash to post-fix.
Fix quality pack publish by adding the same fix added to the docs-publish workflow in cicd-workflows.

Also changes doc workflow to work on pull_request rather than pull_request_target so that the workflow builds for the branch that the PR is opened for rather than the target branch (main).
