Description

Bump the toolchain to Go 1.26.9:

• go.mod: 1.25.8 -> 1.26.9
• GOLANG_VERSION / go-version 1.25 -> 1.26 in the codecov, pr and release workflows
• actions/setup-go v6 -> v7 (action.yml is unchanged from v6, no input changes)
• check-latest: true on every setup-go step so the runner resolves the newest 1.26.x instead of a cached older patch (go.mod requires >= 1.26.9)

How Has This Been Tested?

go build ./... and go vet ./... pass on Go 1.26.9; go test ./... passes except the pkg/webhook envtest suite, which needs the kubebuilder envtest binaries (/usr/local/kubebuilder/bin/etcd) that are not installed locally.
