chore(go): pin the exact Go patch version in go.mod - #660

The go directive now says 1.27.3 instead of 1.27, so the version we build with is written in one place. CI reads it through setup-go's go-version-file instead of its own "1.27", which resolved to whatever patch was latest. The Dockerfiles already use golang:1.27.3.
