ref: remove enable_logs and enable_metrics

DESCRIBE YOUR PR

Updates the PHP documentation (+ frameworks) to no longer reference enable_logs or enable_metrics. Since 4.31.0, those values are no longer relevant and will be removed in the next major.
It also adds a small hint about using before_send_log to act as a kill switch.
